Step 1 - Take your base. Duplicate it twice, set both to screen.
Step 2 - Add a new Curves Layer. Layer > New Adjustment Layer > Curves.
RGB
Input: 126 Output: 105
Red
Input: 121 Output: 140
Green
Input: 131 Output: 146
Step 3 - Add a new Selective Coloring Layer. Layer > New Adjustment Layer > Selective Coloring
Reds: 0, +35, 0, 0
Yellows: 0, 0, +100, 0
Greens: 0, 0, +100, 0
Step 4 - Sharpen your base.

You may add text, brushes, or whatever if you feel the need. I'd love to see what you come up with as well.
